Tuan Ibrahim bin Tuan Man is a Malaysian politician who has served as the Minister of Environment and Water for the second capacity in the Barisan Nasional (BN) administration under Prime Minister Ismail Sabri Yaakob since August 2021. He served his first capacity in the Perikatan Nasional (PN) administration under former Prime Minister Muhyiddin Yassin from March 2020 to August 2021, Member of Parliament (MP) for Kubang Kerian since May 2018 and Deputy President of the Malaysian Islamic Party (PAS), a component party of PN coalition, since June 2015. He served as a Member of the Pahang State Legislative Assembly (MLA) for Jengka from November 1999 to March 2004.

Tuan Ibrahim is an alim (Islamic religious scholar). He contested and won the Pahang State Legislative Assembly seat of Jengka in the 1999 election. However, in the 2004 election, he was unseated amid a nationwide swing to the Barisan Nasional coalition. He tried to reclaim the seat in the 2008 and 2013 elections but lost on each occasion to a Barisan Nasional candidate.[5][6] In 2013 he became a vice-president of PAS, defeating Mahfuz Omar in an election at the party's annual general assembly. He has been the head of the party in the state of Pahang since 2004.


Carlos “Sonny” Dominguez has over 40 years of experience managing various organizations in the public and private sectors. He was a shareholder, and board chairman or member of over a dozen corporations across various industries such as power, agriculture, mining, banking, hospitality, real estate, and investment.

Notable positions held by Sonny were Cabinet Secretary of the Environment and Natural Resources and Agriculture during the Presidency of Corazon Aquino, past president of leading Philippine corporations such as the Philippine Airlines and the Philippine Associate Smelting and Refining Corporation, and the former Bank of the Philippine Islands Agricultural Bank.

Sonny has a Master’s Degree in Business Administration from Ateneo De Manila University and attended the Executive Management Program at Stanford University.


H.E. Bounkham Vorachit is currently the Minister of Natural Resources and
the Environment. She was appointed Vice Minister of the Lao PDR in 2014 to support the Government in propelling the country towards its Vision 2030 of a Green, Clean, and Beautiful Laos.

Born in November 1971 in Savannakhet Province, Vorachit graduated with a master’s degree in agriculture resources and environmental management from Udon Thani Rajabhat University, Thailand.


H.E. Say Sam Al is a Cambodian politician serving as the Minister of Environment since 2013. He is the son of Say Chhum, President of the Senate and Vice President of the Cambodian People's Party.

Prior to his post as minister of environment for Cambodia, H. E. Say Samal was Deputy Secretary-General of Cambodia and was also the vice-chairman of the Press and Quick Reaction Unit and member of the Nepal Peace Consultation Committee under the Office of the Council of Ministers. He has also previously held various positions in the Ministry of Water Resources and Meteorology, the Department of Natural Resources and Environment, and the Department of Research and Information Management. Samal has a doctorate degree in biological sciences from Monash University, Australia.
